- W pierwszej części artykułu przedstawiono główne działania na rzecz osób niepełnosprawnych w Polsce i w Unii Europejskiej. Następnie omówiono uwarunkowania prawne dotyczące dostosowania obiektów budowlanych do potrzeb osób niepełnosprawnych. W zakończeniu podano przykłady dostosowań nieruchomości budowlanych do potrzeb osób niepełnosprawnych w Krakowie.
The proportion of disabled persons in Poland is 14.3% of the total population. Eliminating the barriers (architectonic, urban and organisational etc.) that make life difficult for disabled people is an important task. In Poland, a number of public and privale organisations, as well as non-government institutions and foundations, provide support lo disabled persons. European Union institutions have long realised the importance of the process of eliminating barriers that render the participation of disabled persons in society impossible. In Poland, many buildings are not adapted to the needs of disabled persons, although building law and other legal acts require such adaptation from planning services, designers, investors and contractors. Using results on the adaptation of building facilities to the needs of disabled persons in Kraków, covering a variety of facilities, the author shows that municipal offices as well as specialist education centres in the city are fairly well adapted. The situation is worse with respect to churches, museums, movie theatres and other facilities frequented by residents and tourists. This results from the historic character of many facilities, the lack of funds for adaptation, as well as lack of appropriate initiative from the owners and managers of these institutions.
