Abstract
Przedstawiono trzy koncepcje teorii regulacji rynków przez państwo: interesu publicznego, przechwycenia i regulacji. Ponadto zaprezentowano główne przyczyny porażek w procesie regulacji, które przejawiają się w rozbieżności pomiędzy aktywnością władzy państwowej a interesem publicznym.

This article presents the three main theoretical concepts of the problem of state regulation of markets: 1) public interest theory, also called normative analysis as a positive theory, according to which state intervention in economic processes is a response to market failures; 2) capture theory, according to which companies themselves seek regulation in order to derive specific benefits from it (for instance, due to restricted entry to branches of the economy); 3) the economic theory of regulation, which analyzes the problem in terms of demand for regulatory activity and its supply. Two models within this theory - the S. Peltzman and G. Becker models - are discussed. The author also discusses the critical arguments put forward against these theories. Furthermore, he presents the main reasons for government failures in the process of regulation, which is reflected in the disparity between the activities of state authorities and the public interest.
