- TARGET (skrót od Tranas-European Automated Real-Time Gross settlement Express Transfer) rozpoczął funkcjonowanie 4 stycznia 1999, jako pierwszy zautomatyzowany systemem do rozliczania w czasie rzeczywistym płatności w euro na bazie brutto. TARGET to systemem zdecentralizowany, wykorzystujący krajowe systemy RTGS (Real-Time Gross Settlement - system rozrachunku brutto w czasie rzeczywistym) państw członkowskich Unii Europejskiej. System ten funkcjonuje z udziałem i pod nadzorem Europejskiego Banku Centralnego (EBC), którego podstawowym założeniem jest stworzenie techniczno-organizacyjnych warunków dla zapewnienia sprawnego i bezpiecznego funkcjonowania systemu płatniczego w ramach strefy euro. Autorka omówiła zagadnienia związane z działaniem systemy TARGET, a więc: ideę, ramy prawne, opłaty, godziny otwarcia, pierwsze doświadczenia w działaniu i problem roku 2000.
TARGET, which stands for the Trans-European Automated Real-time Gross settlement Express Transfer system, is the real-time gross settlement system for the euro. The main aim of the TARGET system is to offer a secure, flexible vehicle for implementing the single monetary policy. It is a decentralized system, based on the interlinking of the euro-area countries' payment systems. The author discussed some issues related to the subject such as the idea, legal framework, payments, opening hours, first experiences in functioning and problem of the year of 2000.
