- Przedstawiony w niniejszym artykule tzw. projekt opolski był propozycją zastosowania w Polsce rynku praw emisji zanieczyszczeń. Autor zawarł szczegółowy opis projektu opolskiego w dwóch częściach. W pierwszej zaprezentował projekt w jego wersji wyjściowej. W drugiej omówił zmiany w projekcie, dokonane przez autorów projektu po przeprowadzeniu symulacji funkcjonowania rynku uprawnień.
The Opole Project was an attempt at a pilot implementation of tradable pollution rights. Its presentation consists of three paru. In the first one, the project's initial version has been described. Part two shows those changes in this version which its authors have introduced after the computer simulation of the projected market. Revealing, within this simulation, the direction and features of necessary changes, with reference to the initial version, was a valuable experience for working out a new formula for the establishment of the tradable emission rights market. Part three of the paper includes conclusions which have been drawn from the analysis of both initially projected and finally approved arrangements. They may be considered a point of departure for further solutions. (original abstract) - Accessibility
