- "Zarządzanie cyklem projektu to metodologia opracowana w celu przygotowania, wdrażania i ewaluacji projektów i programów opartych na zintegrowanym podejściu oraz matrycy logicznej." Zadaniem opracowania jest przybliżenie metody matrycy logicznej z uwzględnieniem jej aspektów praktycznych.
This article looks at project cycle management issues with particular attention to so-called project log-frame matrices used to prepare and implement a project. The main idea of this tool is to present in tabular form the entire measure by showing the dependencies between the project objectives and results and project performance indicators, the monitoring of effects as well as project threats and assumptions. The basic advantage of the log-frame matrix is that it provides an opportunity for mutual understanding and improved communication between the project implementation team and the granting agency that verifies the use of financial resources. The log-frame matrix requires a systematic and logical analysis of the key elements that compose a well-prepared project. The method is even more important given that in the nearest future EU funds will constitute a significant portion of public sector project financing in Poland. The formal requirements the European Commission has imposed with respect to the development, presentation and approval of projects will contribute to the spread of the aforementioned method within in the new EU member countries.
