Abstract
Państwa ni angażujące się w wojny z innymi krajami są określane jako państwa neutralne. Autorka w opracowaniu omawia genezę i rozwój historyczny neutralności a także jej pojęcie zakres i formy.

States staying out of wars between other states have been designated as 'neutral'. The central rule of the law of permanent neutrality is that the permanently neutral state has to refrain from anything that could involve it in a future war. The rules of permanent neutrality contain a number of duties incumbent upon the neutral state in the event of a war, e.g.; the prohibition against participation in war, delivery of war supplies to a belligerent and the duty to prevent the transport of troops or supplies through a neutral territory.
