Celem artykułu jest porównanie skali wykorzystania metod oraz narzędzi komunikacji banków centralnych z rynkami finansowymi i społeczeństwem do wspierania stabilności finansowej od 2004 do 2006 roku. Omówiono ogólne zagadnienia związane z przejrzystością (transparentnością) banku centralnego, przejrzystość banku centralnego w ramach wspierania stabilności finansowej i jej elementy oraz konstrukcję wskaźnika transparentności. Następnie na podstawie doświadczeń 35 banków centralnych (EBC, 15 banków ze "starych" krajów UE, 10 banków z nowych krajów członkowskich UE i 9 banków centralnych krajów rozwiniętych spoza UE) przeprowadzono analizę porównawczą zmian syntetycznego wskaźnika transparentności, pozwalającą na ocenę i zestawienie relatywnego stopnia otwartości poszczególnych banków centralnych w kwestiach dotyczących stabilności systemu finansowego.

The article is a continuation of research devoted to the analysis of the methods and tools of central banks' communication with financial markets and the public as regards the financial stability function, published in NBP "Materials and Studies", No. 200/2006. This article aims to present the changes in central banks' transparency policy in 35 countries from different regions in years 2004-2006. The transparency changes have been examined on the basis of the synthetic transparency index, which helps to evaluate and compare the degree of central banks' transparency in their policy of supporting financial stability.
