- Abstract
- W artykule omówiono nakłady inwestycyjne na ochronę środowiska w latach 1990-1996. Przedstawiono środki Narodowego Funduszu Ochrony Środowiska i Gospodarki Wodnej, podkreślając rangę pomocy zagranicznej po 1990 roku w formie: dotacji, pożyczek komercyjnych i preferencyjnych.
Solution of environmental protection problems has a twofold meaning for the Polish economy: it leads to reduction of its material and power consumption and at the same time to reduction of manufacturing costs and an increase in its competitiveness, and it shortens the preparation period for integration with EU. Implementation of tasks related to ecologically balanced economic growth requires investments reducing already existing threats, but also the source of their appearance. The process has already started in Poland despite many difficulties inherent for the period of growth and market transformations in the economy. A very important role has been played in this respect by the system of non-budget financing of proecological enterprises that was developed in 1990s and whose main links are target ecological funds. Their activity is increasingly supported by the banking system, foreign aid programmes, nongovernmental organisations, and partly by the State budget. There is also and increasing interest of business entities themselves in investments in environmental protection. (original abstract) - Accessibility
