- Rozpoczęta od początku lat 90-tych transformacja systemowa wpłynęła w znaczący sposób na dotychczas istniejący system podatkowy. Przemiany systemu podatkowego będą zapewne trwać jeszcze przez wiele lat i to nawet pomimo przyspieszenia, jakie nastąpi na skutek niezbędnej harmonizacji tego systemu z systemem podatkowym Unii Europejskiej. Należy dążyć do tego, aby docelowy system podatkowy był stabilny, przejrzysty i przewidywalny, gwarantował dopływ dochodów budżetowych w przyszłości, a jednocześnie sprzyjał rozwojowi działalności gospodarczej.
Systemic transformation which started at the beginning of the 90s has considerably affected the hitherto taxation system. Now it is obvious that the changes in the system will go on for some time still regardless increased pace of the whole process due to required harmonization of the taxation system with that of the European Union. It is necessary for the ultimate taxation system to be stable, transparent, foreseeable; the one that will guarantee budget income flow in the future, and, at the same time, will favour economic activity development.
