- Abstract
- System zabezpieczenia emerytalnego, będący częścią zabezpieczenia społecznego, stanowi zabezpieczenie materialne przed realnym ryzykiem socjalnym, jakim jest starość i składa się z trzech systemów (filarów): społecznego (bazowy), zakładowego i indywidualnego. Zamierzeniem autora było przedstawienie krótkiej charakterystyki zabezpieczenia emerytalnego oraz wskazanie, że zarówno w teorii, jak i w praktyce możliwości zorganizowania i funkcjonowania takiego zabezpieczenia są bardzo różne. W związku z tym, wszelkie próby porównań, wymagają dokładnej znajomości podobnych rozwiązań zastosowanych w poszczególnych krajach. Zakresem analizy objęte zostały elementy systemu wyróżnione na podstawie kryterium poziomu, na jakim zabezpieczenie jest podejmowane (państwo, zakład pracy czy jednostka).
The author of the article gives a short characteristics of retiring insurance and points out that both in theory and in practice the possibilities of organising and functioning of the insurance are differentiated, therefore the analyses made, estimations and comparisons, require the knowledge of detailed solutions applied in the particular countries. The analysis encompasses the elements of retiring insurance system distinguished according to the criterium of the level on which this system is organised (the state, place of work or an individual). The elements of the system - social (base), institutional and individual have been described. The article presents the aim, kind of institutions responsible for organising and functioning of these elements, scope of persons it encompasses, necessity of access and ways of financing them.
