Abstract
Artykuł rozpatruje kwestię subwencjonowania wspólnot terytorialnych z perspektywy federalizmu fiskalnego oraz decentralizacji sektora finansów publicznych. Autorka analizuje najskuteczniejsze metody procesu decentralizacji i centralizacji z punktu widzenia wykonywania zadań przez jednostki samorządu terytorialnego oraz skupia się na poszukiwaniu optymalnej wspólnoty terytorialnej według modelu „głosowania nogami" Charlesa M. Tiebouta. Ponadto szczegółowo opracowuje typologię subwencji, wskazując uzasadnienia dla wyborów ich różnych typów. (abstrakt oryginalny)

The article examines the issue of subsidizing territorial communities in terms of the fading fiscal federalism and the progressing decentralization of the public finance sector. The authoress discusses the necessary conditions for the treatment of the public finance sector in the context of fiscal federalism. She analyses the most effective methods of the decentralization and centralization process from the point of view of the fulfilment of tasks by territorial self-government units and focuses on finding the optimal territorial community according to the Charles M. Tiebout model "voting with the feet". Furthermore, she develops a typology of subsidies in detail, specifying the justification for the choices of their different types. (original abstract)
