- W pierwszej połowie lat dziewięćdziesiątych następowały liczne zmiany w finansowaniu zadań publicznych podejmowanych i realizowanych przez organy samorządu terytorialnego. Prezentacja wyników przeprowadzonych badań i sformułowane na ich podstawie oceny dotyczące finansów gminnych są przedmiotem niniejszego opracowania. (fragment tekstu)
The article presents an evaluation of the changes taking place in the nineties, within the sphere of financing public activities which are organized by territorial self-government. Generally, the changes have not favoured broadening the scope of financial independence of the territorial self-government and have consisted mainly in limiting the range of own revenues, as well as general subsidies, in the structure of commune's income, at a simultaneous increase in the share of purposeful subsidies.
