- Abstract
- The realization of the Western European economic integration, a specific characteristic of which is the restriction of the sovereignty of the integrated states by a "supra-state" organisation (or so-called partnership), encounters difficulties which are peculiar to controversies within the capitalistic system. New theoretical and practical problems arise, among others those concerning taxation. Especially interesting problems have arisen in connexion with the partial realization of the European Coal and Steel Union. These problems are of two kinds: the problem of tax collection by the Union (these taxes being sui generis taxes payable to an organisation above the state), and problems of "collision" between the various systems of taxation which are in force in the individual member states (differences in methods of taxation of the internal turnover, and differences in the structure of the internal taxation systems). An example of the difficulties arising in connexion with the second type of problem is the controversy between the German Federal Republic and France concerning the principles of taxation of the turnover of the mutual market between member states. Attempts to dispel this controversy have not given satisfactory results but conclusions drawn from them have been partly made use of in formulating the provisions of the treaty of the European Economic Union.
