In recent decades the EU has widened and deepened to such an extent that it now deals in almost all areas of policy-making. Its budget, however, has barely changed over this period. It thus needs to be radically reformed. EU is facing new challenges: growth and job, research and innovation, domestic and external security, education, infrastructure, climate changes. Member states try to create consensus and include a new priorities in the financial perspective 2014-2021. (original abstract) - Accessibility
