Abstract
Celem artykułu jest przedstawienie funkcjonowania publicznego programu ubezpieczeń domów mieszkalnych od skutków trzęsień ziemi w Japonii jako instrumentu zarządzania ryzykiem katastroficznym. Analiza poprzedzona została krótką charakterystyką zagrożenia sejsmicznego w Japonii. (fragment tekstu)

The paper examines the functioning of a public programme for insuring private dwellings against the consequences of earthquakes in Japan, which performs the function of a disaster risk management tool. The special insurance programme, launched in 1966, is based on cooperation between three parties: commercial insurance companies, the state, and specialised reinsurance organization JER and rating agency Nliro. The analysis is preceded by a brief overview of Japan's seismic threat which originates from the close vicinity of the subduction of three Earth's plates. The paper identifies the major problems faced by the Japanese system including insufficient insurance penetration, great vulnerability of dwellings to damage, negative selection risk and low responsibility levels.
