Abstract
Omówiono w trzech etapach rolę państwa oraz polityki gospodarczej w procesie wzrostu i rozwoju. Po pierwsze przedstawiono różne podejście ekonomistów w głównych nurtach teorii ekonomii: klasyczny, Keynesa i liberalny do własności państwa. Po drugie określono rolę polityki gospodarczej według dwóch głównych teorii: keynesowskiej kontra podażowej (lub monetaryzm) ekonomii. Po trzecie, w oparciu o doświadczenia z azjatyckich nowo uprzemysłowionych krajów zbadano różne formy działania, które mogą być podjęte w procesie rozwoju w krajach rozwijających się.

We propose to discuss the role of the State, and of economic policy, in the process of growth and development in three stages. First, we must review very briefly the various perceptions of the State held by economists, or, more precisely, by the major currents of economic theory (Marxism excepted): classical, Keynesian and liberal. Second, we shall set out the role of economic policy according to the two main theories in contention: Keynesian versus supply-side (or monetarist) economics. Third, drawing on the experiences of the Asian NICs (newly-industrialised countries), we shall examine the diverse forms State action can take in the process of development in the emerging countries of the State and the East.
