Abstract
Artykuł poświęcony jest praktyce zarządzania projektami w administracji publicznej w zakresie identyfikowania barier oraz sposobów ich pokonywania w świetle przykładów zaczerpniętych z kilku wybranych projektów realizowanych w województwie małopolskim w latach 2008-2010. (abstrakt oryginalny)

The article deals with the obstacles to overcome during the management process in the area of public administration. Its core structure is divided into two parts: the first one is devoted to the description of the difficulties resulting from the specific structure of public institutions, which is characterized by an important number of time-consuming procedures as well as an inflexible organizational scheme. The other one sets out different behaviours of the employees which render the management process more difficult to carry out. As a result, the major point is to emphasize the importance of understanding the correlation between those two dimensions for the purpose of implementing an effective action. In his text the author illustrates his observations with numerous examples of situations that he experienced during a few years of managing several projects in the region of Malopolska in Poland during 2008 to 2010. It is aimed at pointing out the difficulties that accompany the implementation of public projects from the management viewpoint and proposing the effective solutions to tackle the possible obstacles. Managing public projects is a great challenge. Mainly because of the fact that it requires extended knowledge about administration structure, and principles of its operations. Analyzing the barriers of effective public project management one's attention should be paid to two main barrier categories. The first one is connected with difficulties resulting from the administration structure and the second one results from the behavior of officials employed in administration. (original abstract)
