- Celem artykułu jest przedstawienie koncepcji pomiaru zasobów ludzkich dla innowacyjności. Koncepcja ta powstała w związku z realizacją projektu badawczego Regionalny system monitoringu zasobów i procesów innowacyjnych przygotowywanego w województwie zachodniopomorskim. Podstawowym problem badawczym całego projektu jest wypracowanie metodologii pomiaru obszaru innowacji i obszaru otoczenia innowacji, w tym rynku pracy, gospodarki i zasobów ludzkich na poziomie województwa i powiatu. The paper discusses the problems connected to the subject of measuring human resources for science and technology in regions. Each local government should monitor the Regional Innovation Strategies. The special databases should be created with this goal in mind, far-reaching in their content of official resources. However, the problem of diagnosing the reasons for the differences in these resources within one province (benchmarking among counties) remains unsolved. The authors present a possible measurement based on the detailed analysis of the labour market and the education market on both upper secondary education and tertiary education.
