- Realizując transakcje związane z wdrażaniem projektu, przedsiębiorcy muszą spełniać wiele wymagań, które są zawarte w wytycznych dla beneficjentów ubiegających się o dofinansowanie. Celem pracy jest ukazanie barier w dostępie i efektywnym wykorzystaniu funduszy strukturalnych. (fragment tekstu)
One of fundamental elements of social and economic policy of the European Union is to support the development of small and medium-sized enterprises in the EU countries. As a result, the majority of 2007-2013 EU subsidies for Poland are aimed at increasing innovation, efficiency of a company, and raising competitiveness of SMEs. The most important problems of and barriers to the efficient use of EU funds, as mentioned by an average-sized enterprise beneficiary, include: complicated procedure of completing a formal application, too long a time of obtaining the fund and too many obstacles associated with incompetent officials. Moreover, implementation of a project involves numerous formal obligations, for example: too many attachments, description of documents associated with implementation of the project, which requires a person to be employed for the sole purpose of accounting. According to the respondents, reduction of the application form's length, preparation of simple and clear manuals and simplified preparation of reports would make it possible for project auditors and beneficiaries to cooperate more efficiently.
