Abstract
Norweski Rzecznik Praw Obywatelskich - stanowisko powołane do życia w 1962 roku - jest mianowany przez Parlament na okres czterech lat. Rzecznik jest niezależny, nawet wobec parlamentu, ale parlament może uchwalać ogólne wytyczne dla jego działalności. Zadaniem Rzecznika jest nadzór nad administracją publiczną w Norwegii. Przedmiotem jego funkcji jest zapobieganie niesprawiedliwości i błędom ze strony administracji publicznej w stosunku do każdego obywatela. Omówiono środki i reguły postępowania Rzecznika oraz dane ilustrujące ocenę jego działalności. Na koniec przedstawiono sugestie dotyczące zmian organizacyjnych w tym urzędzie.

The Norwegian Ombudsman - established in 1962 - is appointed by Parliament for a term of four years. He is independent, even of the Parliament but, the Parliament is empowered to issue a general directive for his functions and to receive the Ombudsman reports on an annual basis. The task of the Ombudsman is to supervise public administration in Norway. He handles individual complaints and conducts investigations on his own initiative. The object of his functions is to prevent injustice and errors on the part of public administrations against the individual citizen. The ombudsman poseses only the power of persuasion. He may not himself pass binding decisions or overturn decisions made by public bodies. In practice, however, the authorieties comply with opinions and recommendations of the Ombudsman. The functions of the Ombudsman has changed gradually but the most comprehensive changes have taken place in recent years. Nowadays the Ombudsman "wears many hats". He is a defender of individual citizen, a system controller, an institutional protector of human rights, an initiator of new legislation and administrative practice. In Norway, the Ombudsman is an effective weapen to fight "injustice". The personal characteristics of Arne Fliflet - the Norwegian Ombudsman since 1990 - help to that effect a lot. Lets mention, among others, his conciliatory attitude and great persuasibility, impartiality and decisiveness. (original abstract)
