Most of European countries experienced an unprecedented deterioration in the budget balances and public debts during the crisis. Three factors explain the deterioration in the public finances situation across the euro area and the EU which are the main instruments of stabilization function and which resulted from the crisis: the role of automatic stabilisers, the introduction of discretionary measures and the fall in revenues due to the bursting of housing and credit bubbles in some countries. Now twenty-two countries have to consolidate their public finances to fulfil the reference value of the Treaty. (original abstract) - Accessibility
