Abstract
Polityka Unii Europejskiej wobec krajów Kaukazu Południowego jest przykładem braku spójnej długofalowej koncepcji jej członków wobec krajów obszaru postradzieckiego. Jak dotąd, UE nie wypracowała żadnej wieloletniej kompleksowej strategii wobec regionu Kaukazu Południowego. Cele i założenia Europejskiej Polityki Sąsiedztwa i Partnerstwa Wschodniego nie zostały zaprojektowane w kontekście globalnego kryzysu gospodarczego. Dotychczasowe unijne wsparcie w ramach PW opiera się głównie na pomocy sektorowej (integracja funkcjonalna, a nie instytucjonalna). Podczas gdy UE oferuje krajom wschodniego sąsiedztwa obietnice i nie do końca określone perspektywy, Rosja proponuje konkretne korzyści. W okresie kryzysu finansowego uzyskała ona dominację inwestycyjną w sektorze energetycznym i w infrastrukturze.(abstrakt oryginalny)

The European Union policy towards the countries of the South Caucasus region is an example of lack of a long-term concept towards the countries of the post-Soviet area. The EU has not developed any long-term comprehensive strategy towards the South Caucasus countries, so far. The objectives and assumptions of the European Neighbourhood Policy and the Eastern Partnership have not been prepared for the global economic crisis. The previous European support in the framework of the Eastern Partnership is based mainly on sectoral assistance (functional not institutional integration). While the EU offers promises and not clear perspectives for the countries of the eastern neighbourhood, Russia proposes considerable benefits. Within the financial crisis period it gained an investment domination in energetic sector and infrastructure.(original abstract)
