Canada - Abstract
- W czerwcu 2009 r., po latach dyskusji, Unia Europejska rozpoczęła negocjacje z Kanadą w sprawie utworzenia strefy wolnego handlu (SWH). Kanada jest jednym z partnerów handlowych UE2, z którym wymiana handlowa nie odbywa się na warunkach preferencyjnych, lecz na zasadach GATT/WTO. Idea utworzenia SWH wpisuje się w nową strategię Unii, przewidującą zawieranie dwustronnych porozumień handlowych równolegle do procesu rokowań wielostronnych Światowej Organizacji Handlu (WTO). Porozumienia dwustronne pozwalają bowiem uregulować stosunki w sferach nieobjętych kompetencjami WTO (tzw. porozumienia WTO plus). Według wstępnych założeń, umowa - oprócz dziedzin objętych porozumieniami WTO (m.in. handel towarami i usługami, handlowe aspekty własności intelektualnej i inwestycji, bariery techniczne) - obejmie takie dziedziny, jak: zamówienia publiczne, polityka konkurencji, rozwiązywanie sporów, współpraca regulacyjna (dla zapobiegania nowym barierom prawnym, administracyjnym i technicznym), przepływ siły roboczej (w tym wzajemne uznawanie dyplomów i kwalifikacji) oraz zrównoważony rozwój (np. skuteczne wprowadzanie w życie prawa pracy i przepisów ochrony środowiska. In the article, the author discusses opportunities and chances to set up the Comprehensive Economic and Trade Agreement between the EU and Canada. The most difficult issues in the negotiations involve on the Canadian side - local procurement rules and geographical indications, on the EU side - agriculture and GMO. The paper also analyses factors affecting EU-Canada trade and investment as well as market of public procurements in both countries. As tariffs are already low, the main conclusion is that the biggest benefit would come from the diminishing of non-tariff barriers and liberalisation of bilateral trade in services.
