Abstract
Under the conditions of a currency board and regardless of the size of the municipalities and the limits of their resources, they can always do something more than the prescription of their budgets. For the small municipalities having the size of the municipalities of Svishtov, Belene and Nikopol in Bulgaria and the area of Teleorman in Romania the limited budget and personnel are routine. Those municipalities, however, have an important intangible asset - they are located on the border of two neighbouring countries and they have always had intensive economic, cultural, sportive, etc. relationships. The common characteristics of the various folk traditions and rituals are very impressive. The above factors are prerequisites for intensive exchange of labour, goods, capitals and information in the form of cross-border cooperation. In practice the existence of cross-border cooperation between those municipalities is impossible if certain technical, human, financial, etc. resources are not available. Quite often volunteers and interested group of citizens are the driving forces performing many of the activities included in various projects, programs and plans. Such a driving force was the team from D. A. Tsenov Foundation at D. A. Tsenov Academy of Economics in the town of Svishtov, who developed and submitted the present investigation. The creation of the cross-border regional information system was accompanied with many investigations about different models of agreement in Europe and about the prerequisites for effective partnership between authorities from both sides of the border.
