Warsaw, Warsaw District Mokotów - Abstract
- Podział administracyjny kraju ma bardzo duży wpływ na organizację życia społeczno-gospodarczego, a tym samym na sprawność funkcjonowania państwa jako całości a także poszczególnych jego regionów. Stąd temat ten wciąż jest aktualny. Świadczą o tym ekspertyzy PAN, opublikowane w 83 numerze "Biuletynu" Komitetu Przestrzennego Zagospodarowania Kraju w 1974 r. oraz w numerze 125 wydanym w 1984 r., dotyczące podziału administracyjnego Polski. Trzeba jednak przyznać, iż podział administracyjny kraju w okresie powojennym nie opierał się na ekspertyzach naukowych. Przeważały w tym zakresie raczej decyzje polityczne. Wraca również wciąż na nowo problem podziału administracyjnego Warszawy.
The author considers the present malfunctioning of Warsaw not being the result of its administrative division, but the way in which administration of the town is carried out. He states, that the country cannot afford creation of new; districts, as this would enlarge the expenditures of the State. Moreover, further dividing Warsaw into districts would result making similar decisions on the part of other big towns in Poland. Authors' opinion is, that district divisions should be established in housing estates where there is a real need to improve services for inhabitants, as it has been done in Ursynów-Natolin. New division of Warsaw into districts should take into account the inflow of financial means, while there are not many enterprises in new housing estates, therefore these estates are not capable of self-financing. Hence, some politicians suggest introduction of a new administrative division of Warsaw, which should not be taken into account, as there are many more urgent problems to solve.
