- Urząd ombudsmana występujący w systemach prawnych państw nordyckich wzbudził duże zainteresowanie na arenie międzynarodowej i stał się niejako pierwowzorem dla podobnych instytucji w wielu innych krajach, w tym również w Polsce. Omawiane w niniejszym artykule zagadnienie nie doczekało się do tej pory większego opracowania w polskim piśmiennictwie naukowo-prawniczym. Jednakże podjęty temat może zainteresować polskiego czytelnika ze względu na występujące podobieństwa do polskiej instytucji Rzecznika Praw Obywatelskich. (fragment tekstu)
An indigenous nordic term Ombudsmann is etymologically rooted in the Old Norse word "umbuðsmann", essentially meaning "representative". The Parliamentary Ombudsman for Public Administration (Norwegian: Stortingets ombudsmann for forvaltningen or Sivilombudsmannen) supervises public administration agencies. Supervision is carried out on the basis of complaints from citizens concerning any maladministration or injustice on the part of a public agency. The activities of the Parliamentary Ombudsman for Public Administration are based on the Constitution of the Kingdom of Norway §75, letter l: "It devolves upon the Storting (Norway's Parliament): to appoint a person, not a member of the Storting, in a manner prescribed by law, to supervise the public administration and all who work in its service, to assure that no injustice is done against the individual citizen". Another important acts and regulations are The Act concerning the Storting's Ombudsman for Public Administration and The Storting's Directive to the Ombudsman for Public Administration. The Parliamentary Ombudsman processes complaints that apply to government, municipal or county administrations. The Ombudsman can also address issues on his own initiative.
