- Celem niniejszego opracowania nie jest jedynie zaprezentowanie legalnych możliwości udzielania zamówień w przedstawionych obszarach. Podjęto tu próbę oceny wybranych przepisów wykorzystywanych w prowadzeniu działalności kulturalnej w samorządach. Postawą zaś do tego jest wskazanie problemów, jakie mają zamawiający w szczególności w sytuacji, gdy dla poprawnego wykonywania zadań należałoby połączyć konieczność zapewnienia obiektywnego stosowania zasady uczciwej konkurencji i subiektywne z natury wymagania w zakresie działań w sferze kultury.(fragment tekstu)
The awarding of publie contracts is an extremely difficult problem in unites implementing the tasks in the field of culture. The most freąuently raised issue in this context is the award of contracts for services in the field of culture and the ordering of books and musical instruments. It is also relevant that the purchases have olten verv high value. The difficulties stem from the maladjustment of regulations of the Public Procurement Law Act for actions in the sphere of culture, but also from different interpretations. To the possible solutions belong especially an amendment to regulations. the great importance has also standardizing the case law.(author's abstract) - Accessibility
