Abstract
W artykule zaprezentowano badania dotyczące próby wskazania czynników kształtujących strukturę i kierunek przepływów nadwyżki ekonomicznej między podmiotami w wyniku oddziaływania polityki rolnej. W rozważaniach zastosowano model równowagi cząstkowej, operujący nadwyżką ekonomiczną. Okres badawczy obejmował lata 1986-2009. Ocenie poddano 12 krajów OECD. Zaadaptowano mechanizm agregacji danych stosowanych przez Bank Światowy. W ocenie polityki wsparcia sektora rolnego zwrócono uwagę na znaczenie zasobów związanych z sektorem rolnym. Carried out evaluation of the influence of indicators characterizing resources related to the agriculture he showed their essential meaning in the formation of the size, but also structures of retransfers from consumers. This result was obtained in spite of acceptance of restrictive foundations on which bases the model of the economic surplus. One can notice that the part from these factors has an universal character and refers both to retransfers directed from consumers, as and producers. This concerns the net position in the international exchange with agricultural products and the participation of the agricultural land in the total area of the country. The ability to competing internationally prejudges about the size of retransfers directed to the agriculture. Simultaneously more strongly it affects transfers from consumers. The revalorization of resources is therefore particularly essential, when to the reduction surrender abilities to the use them in the traditional production function. Then their "rinsing" is driving to the greater regard of extraproductive functions of the agriculture based just on resources related to the farming. If we will take into account only factors of production then resources related to the earth more strongly shape the size of retransfers from taxpayers however the factor of the work (in broad terms)it showed higher relationships with retransfers from consumers.
