- Stan gospodarki wodnej w Polsce jest niezadowalający. Przyczyną tej sytuacji jest brak konsekwencji we wdrożeniu koncepcji reformy gospodarki wodnej opracowanej 1990 r. w ówczesnym Ministerstwie Ochrony Środowiska, Zasobów Naturalnych i Leśnictwa. Reformy gospodarki wodnej odkładać nie można. Jednak nie mogą to być zmiany organizacyjno-kompetencyjne. Powinna nią być reforma całego systemu finansowania gospodarki wodnej. Artykuł jest rozwinięciem poglądów autora. (abstrakt oryginalny)
State of water management in Poland in unsatisfactory. It has been brought about by the inconsistence in implementing 1990 water management reform by the then Ministry of Environmental Protection, Natural Resources and Forestry. Water management reform cannot be put off. However, reforming cannot involve only changes in organisation and competencies. It should encompass the reforming of the whole system for financing water management. The article presents author's views. (original abstract) - Accessibility
