- Abstract
- Wykluczenie cyfrowe jest zjawiskiem wielowymiarowym. W opracowaniu przedstawiono teoretyczno-empiryczne wątki tego zjawiska, dotyczące polskiego rynku pracy, w szczególności skali i wymiarów wykluczenia wśród pracowników i osób bezrobotnych. Przeprowadzone analizy wykazały, iż problemem z jakim boryka się polski rynek pracy jest wykluczenie cyfrowe w wymiarze umiejętności, którego efektem jest wykluczenie w wymiarze wykorzystania. Rosnące wymagania w zakresie e-umiejętności mogą prowadzić w przyszłości do wzrostu skali niedopasowania strukturalnego, skutkując zwiększeniem się liczby osób wykluczonych cyfrowo i społecznie. Przeciwdziałanie tym negatywnym skutkom rozwoju ICT będzie wymagało zmian w polityce rynku pracy w kierunku zwiększenia jej elastyczności i zakresu wykorzystania aktywnych instrumentów tej polityki. The Digital Divide is a multidimensional phenomenon. The paper presents theoretical and empirical aspects of this phenomenon and emphasizes the scale and dimensions of divide among employees and unemployed. The main conclusion is that one of main problems of the Polish labour market is skills digital divide which leads to usage divide. Increasing demand for e-skills may cause a growing scale of structural mismatch in the future, that will eventually lead to rise in the number of people digitally and socially excluded. To counteract these negative effects of ICT development it is necessary to introduce profound changes in the labour market policy, focusing on higher elasticity and wider use of ALMPs.
