- Abstract
- Referat porusza ważny problem finansowania oświaty gminnej. Omówiono w nim zasady funkcjonowania placówek oświaty, źródła ich finansowania, w tym szczególnie rolę dochodów własnych i subwencji oświatowej, a także wielkość i strukturę wydatków budżetowych działu "Oświata i wychowanie". Przedstawiono zmiany w liczbie i wyposażeniu placówek szkolnych oraz liczbie uczniów, wskazując na występujące tu tendencje spadkowe. Przeprowadzone analizy wykazały zależność kosztów funkcjonowania szkół od różnego rodzaju czynników, takich jak: uwarunkowania demograficzne, liczba uczniów, wielkość i stan techniczny placówek. Wyniki analiz przedstawiono w zestawieniach dla różnych typów gmin i miast na prawach powiatu. (abstrakt oryginalny)
The paper raises an important issue of municipal education financing. It discusses the rules of educational institutions, their funding sources, especially the role of own income and educational subsidy, as well as the size and structure of the education budget expenditure. It presents changes in the number and equipment of schools and the number of pupils, indicating a downward trend occurring here. Studies have shown the dependence of schools on the operating costs of various factors - such as demographic data, the number of students, size and condition of facilities. The results of the analysis are presented in the tables for different types of municipalities and urban districts. School financing, especially in large cities and in urban areas, is increasingly depending on local government units' own budgetary revenues. (original abstract) - Accessibility
