Abstract
Celem niniejszego opracowania jest przedstawienie głównych przesłanek i uwarunkowań systemowych zmian wspólnej polityki rolnej EWG/UE. Podkreślając znaczenie zarówno wewnętrznych, jak i zewnętrznych czynników prowadzących do zasadniczej reformy WPR - autorka wyraża pogląd, że czynnikiem sprawczym pierwszych zasadniczych zmian w WPR były konflikty handlowe i Porozumienie Rolne (AoA) zawarte w czasie Rundy Urugwajskiej GATT (1986-1993). The author of this paper examined the EU Common Agricultural Policy in its historical evolution. The main purpose of the analysis is defining the factors of the CAP systemic reforms. When the Common Agricultural Policy was introduced, Europe was not self-sufficient in most agricultural products. However, European Community became a net exporter of agricultural goods, the CAP price-support mechanism created more and more problems. The first of all the principle of Community preference had been incompatible with the rules of free trade and other exporters pressured on the EU to reform CAP. The interior economic and social problems with CAP are especially: overproduction and high costs for EU budget and consumers. According to the author's opinion the decisive impact on the fundamental reform of the CAP was GATT Uruguay Round (1986-1993) and further international pressure on the CAP, as the obstacle in free trade.
