Netherlands - Abstract
- Systemy budżetowe państw należących do Unii Europejskiej w wielu przypadkach bardzo różnią się od siebie. Wynika to z różnych przyczyn historycznych, przyjętego stopnia decentralizacji zadań publicznych, systemu prawnego. W wielu przypadkach można jednak zauważyć wspólny element systemów krajów UE oraz rozwiniętych i rozwijających się krajów świata. Następuje odejście od tradycyjnej, czyli współczynnikowej, metody planowania wydatków budżetowych na rzecz metod, które określa się budżetowaniem zorientowanym na wyniki lub oddziaływanie. Jednym z krajów, który ma pewne doświadczenia w nowoczesnym zarządzaniu finansami publicznymi jest Królestwo Niderlandów. Celem artykułu jest przedstawienie case-study nowoczesnego systemu planowania budżetowego oraz wskazanie problemów związanych z wdrażaniem takiego systemu. W pierwszej części opracowania zaprezentowano cechy metod planowania budżetu państwa. Kolejne części dotyczą planowania wydatków budżetowych w Królestwie Niderlandów - przedstawiono ogólne zasady planowania budżetowego i narzędzi nowoczesnego zarządzania wydatkami publicznymi. The article presents method of public expenditure planning - the traditional and the modern ones. One the countries that implemented outcome-budgeting is the Netherlands. The main element of outcome budgeting and managing are the H-questions and the W-questions. They show if public expenditure program has a so called social effect, are there instruments to achieve the aim and how much it will cost. After the budget year an assessment is done once more - it judges if: the targets are achieved, did the instruments were appropriate and how much it cost.(original abstract) - Accessibility
