- Abstract
- Celem artykułu jest analiza przewidywanych publicznych wydatków na ochronę zdrowia w Polsce do 2060 r. jako kosztowego elementu bezpieczeństwa finansowego systemu ochrony zdrowia. Ma ona służyć zrozumieniu mechanizmów przyczynowo- skutkowych funkcjonujących w procesie wzrostu tych wydatków. W ramach badanych procesów oddziałuje wiele zróżnicowanych czynników za pośrednictwem różnych mechanizmów transmisji i dlatego do określenia zmian wydatków spowodowanych przez poszczególne czynniki konstruowane są różne scenariusze będące modelami matematycznymi, które są oparte na wybranych założeniach. W pierwszej części artykułu przedstawione są rozważania teoretyczne stanowiące podstawę do badań ilościowych opartych na tych modelach. Opisują one oczekiwane procesy demograficzne i gospodarcze, wykorzystujące bazy danych UE oraz OECD. W drugiej części przedstawione są wyniki obliczeń dla Polski do 2060 r., uzyskane z poszczególnych scenariuszy i pokazujące, czego można oczekiwać w założonych sytuacjach. W zakończeniu zawarte są wnioski dotyczące skutków po stronie publicznych wydatków na ochronę zdrowia, spowodowanych działaniem czynników uwzględnionych w wykorzystanych scenariuszach. Należy oczekiwać, że badane czynniki będą działać w kierunku zwiększania wydatków i ich udziału w PKB. (abstrakt oryginalny)
The article is aimed at the analysis of predicted public spending on health protection in Poland till 2060 as a cost element of financial security of the health protection system. It is intended to make it easier to understand the cause and effect mechanisms within the rising process of this spending. There are many diversified factors within these processes working through different transmission mechanisms and that is why in order to determine the spending changes caused by individual factors different scenarios are constructed. They are mathematical models based on selected assumptions. The first part of the article presents theoretical considerations, the foundation for the quantitative research based on these models describing expected demographic and economic processes and making use of EU and OECD databases. The second part present the results of calculations concerning Poland till 2060 obtained from the scenarios showing what can be expected in the assumed situations. The last part includes conclusions concerning effects on public spending on health protection caused by the impact of factors considered in the applied scenarios. It should be expected that the analysed factors will work in favour of the rise in spending and their share in GDP. (original abstract) - Accessibility
