Abstract
Unia Europejska, w postaci Komisji Europejskiej i innych swoich przedstawicielstw, była obecna w Afganistanie od połowy lat 80. Formalnie biuro Komisji znajdowało się w Pakistanie, w Peszawarze, a w zakresie jej odpowiedzialności znajdował się Afganistan. Jednak wyraźne nasilenie zainteresowania Afganistanem ze strony Komisji Europejskiej nastąpiło pod koniec 2001 r. W grudniu tegoż roku KE mianowała swojego Specjalnego Przedstawiciela w Afganistanie, Francese Vendrella, który objął stanowisko 25 czerwca 2002 r. Zadaniem Specjalnego Przedstawiciela jest propagowanie Wspólnej Polityki Zagranicznej i Bezpieczeństwa, a przede wszystkim działanie na rzecz wzmocnienia pokoju i stabilności w Afganistanie. Ponadto Specjalny Przedstawiciel ma za zadanie utrzymywanie bliskich kontaktów z przedstawicielami afgańskiego establishmentu, jak również z władzami państw sąsiednich. (fragment tekstu)

The European Union became involved in Afghanistan shortly after the US invaded the country in order to remove the Taliban government and destroy the Al-Qaeda training camps. The European aid concentrated primarily on reconstruction, agricultural development and providing basic medical care to all people of Afghanistan. EU specifically concentrated on providing internal security trough the European Union Police Mission in Afghanistan (EUPOL Afghanistan), however, multiple factors and circumstances prevented achievement of all goals. The decision to withdrawn international armed forced in 2014 and its implementation questioned the EU's further aid to Afghanistan. (original abstract)
