Abstract
Jednym z obszarów konkurencyjności gospodarki jest polityka dochodowa i kształtowanie płac. Z reguły płaca jest traktowana jako element kosztów pracy, a więc w konsekwencji jako kategoria, która nie powinna wzrastać, bo szkodzi popytowi na pracę. Taka strategia widoczna jest szczególnie w krajach o względnie niskim poziomie rozwoju gospodarczego, gdzie konkurencyjność i przewaga cenowa są oparte na niskich kosztach pracy. Z drugiej strony niskie płace nie pobudzają wzrostu gospodarczego, szczególnie przez osoby najmniej zarabiające, które charakteryzują się wysoką krańcową skłonnością do konsumpcji. Zbyt długie utrzymywanie strategii niskich płac utrudnia też wychodzenie z zacofania, głównie technologicznego, gdyż nie sprzyja podnoszeniu jakości zasobów pracy i przeznaczeniu dużych nakładów na działalność innowacyjną. Nie jest przy tym trwała strategia konkurencyjności opartej na niskich płacach, ale strategia oparta na dobrze wykształconej i dobrze opłacanej kadrze oraz wysokim poziomie innowacyjności. Ten ostatni argument widoczny jest w polityce Unii Europejskiej ostatnich lat. Celem artykułu jest przedstawienie dyskusji wokół koordynacji europejskiej polityki płacowej, w tym szczególnie kształtowania jednolitej płacy minimalnej. W artykule zaprezentowano historię debaty unijnej na temat koordynacji polityki płacowej, teoretyczne argumenty na rzecz i przeciwko wspólnym regulacjom, argumenty o możliwych obszarach koordynacji, a także krótką analizę empiryczną kształtowania się płac minimalnych w krajach UE. One of the areas of economic competitiveness is wage policy. In general, wage is treated as an element of labor costs which should not increase, because it generates the decrease of demand for labor. This strategy is particularly evident in countries with relatively low levels of economic development, where competitiveness and price advantage are based on low labor costs. On the other hand, low wages do not stimulate economic growth, especially among those earning the least and with a higher marginal propensity to consume. Maintenance of a low-wage strategy also makes it difficult to exit from technological backwardness, because it is not conducive to improving the quality of labor resources and the allocation of large expenditures for innovation activities. The strategy based on low wages is not durable. More effective is a strategy based on a well-educated and well-paid staff , and a high level of innovation. This last argument has been present in the politics of the European Union in recent years. This paper describes the history of the EU debate on the coordination of wage policies, the theoretical arguments for and against the common regulations, and the possible areas of coordination, as well as a brief empirical analysis of the minimum wage in the EU.
