Abstract
Efektywność działalności badawczo-rozwojowej powinna być w centrum zainteresowania decydentów we wszystkich krajach. Kluczowe jest stworzenie możliwości pomiaru efektywności działań w tym obszarze. Celem artykułu jest porównanie efektywności realizacji polityki działalności badawczo-rozwojowej w krajach OECD, wykorzystując metodę Data Envelopment Analysis. Podkreślono problem heterogeniczności grupy porównywanych krajów. Zastosowano zmienne wskaźnikowe i model Assurance Region Global, co pozwala na zminimalizowanie efektu skali. W modelu uwzględniono opóźnienia czasowe między wykorzystaniem nakładów a osiągnięciem rezultatów. Uzyskane wyniki pozwalają na dokonanie oceny efektywności prowadzonej polityki działalności badawczo-rozwojowej. Najlepsze wyniki osiągają kraje, które mają zrównoważone wyniki we wszystkich rezultatach, tj. w tworzeniu i komercjalizacji wiedzy(abstrakt oryginalny)

The efficiency of research and development activities should be in the spotlight of policy makers in all countries. The key issue is to create the ability to measure the performance efficiency in this area. The aim of the article is to compare the efficiency of the implementation of research and development activities in OECD countries using Data Envelopment Analysis method. The problem of the heterogeneity of the group of countries being compared is highlighted. Indicator variables and Assurance Region Global model are used, which enables to minimize the scale effect. The model takes into account the time lags between the use of inputs and the achievement of results. The results obtained allow to evaluate the efficiency of research and development policy. The best results are achieved by countries that have sustainable results in all outcomes, i.e. the knowledge creation and commercialization(original abstract)
