Abstract
W artykule podjęto problem konsolidacji fiskalnej Japonii, stanowiącej jeden z obszarów oddziaływania polityki rewitalizacji gospodarczej obecnego premiera Japonii Shinzō Abe, zwanej od jego nazwiska Abenomiką. Podstawowym założeniem strategii Abe jest wyswobodzenie kraju z długoterminowego błędnego koła stagnacji i deflacji. Główny cel artykułu stanowi ocena kondycji i perspektyw sektora finansów publicznych w Japonii w odniesieniu do reformy systemu ubezpieczeń społecznych oraz podatku konsumpcyjnego. W opinii autora polityka fiskalna w ramach Abenomiki jest dalece nieefektywna, co może przełożyć się na spadek zaufania opinii publicznej do rządu, pozostaje jednak przy tym pod silnym wpływem dylematu fiskalnego (stymulacja czy konsolidacja) oraz barier natury politycznej i strukturalnej. The paper is studying the problem of fiscal consolidation of Japan, addressed by Abenomics, economic revitalisation policy pursued by Japan's current Prime Minister Shinzō Abe. The major assumption of Abe's strategy is to liberate the country from the long-term vicious circle of stagnation and deflation. The main objective of the article is to assess the condition and perspectives of the public finance sector in Japan in regards of the reform of social security system and consumption tax. According to the author, so far the fiscal policy under Abenomics proved to be uneffective, which may consequently undermine people's trust in the reasonability of the government's policy; it is, however, challenged by a fiscal dilemma: stimulation or consolidation, as well as both political and structural obstacles.(original abstract)
