Liechtenstein - Abstract
- Celem artykułu jest przedstawienie uregulowań prawnych w zakresie samorządu terytorialnego w Księstwie Liechtensteinu. W części wstępnej autor zapoznaje czytelnika z danymi geograficzno-administracyjnymi Księstwa Liechtensteinu oraz z systemem sprawowania władzy w tym państwie. Omawiając organizację samorządu terytorialnego, autor poddaje szczegółowej analizie organy gmin pod względem ich struktury i zasad funkcjonowania. W dalszej części tekstu analizuje kompetencje naczelnika gminy w świetle aktów prawnych, kolejno poświęca uwagę instytucji komisji kontrolnej, a następnie przedstawia gospodarkę finansową gmin. The objective of the article is to present the legal regulations on territorial self-government in the Principality of Liechtenstein. In the introductory part, the author familiarizes the reader with the geographical and administrative data of the Principality of Liechtenstein and the system of governance in that country. While discussing the organization of territorial self-government, the author conducts a detailed analysis of the authorities of the municipalities in terms of their structure and principles of operation. Later, he analyses the powers of the head of the municipality in the light of the legal acts, after which he describes the audit commission and then he presents the financial management of the municipalities.
