- This short characteristics of assignments and the legal position of the National Electoral Bureau implies that this organ fulfills all the necessary requirements to be separated both structurally and organizationally, in order to make it fully responsible for the fulfillment of responsible assignments that are ascribed to it. Taking into consideration the character of operational- executive tasks associated with the organization and conduct of elections and referenda, as well as administrative activities connected with the rules of financial settlement and financial activities of political parties and election committees, and other tasks mandated on the basis of separate act, the National Electoral Bureau ought to be granted legal status separate from the National Electoral Commission. The scope of specialized knowledge required for the proper performance of tasks ascribed for this office demands locating it on the level of a central organ of the state administration subordinate to the National Electoral Commission and servicing this organ in organizational, administrative and financial matters. The issues presented in this part of the study, mostly of the character of de lege ferenda conclusions, refer to the rules of the organization and functioning of election organs. These issues are present in the currently led debates on increasing the efficiency of state organs and institutions serving broadly understood sphere of law and citizen`s freedoms. (fragment of text)
