- Zmiany w katalogu źródeł finansowania deficytu budżetu jednostek samorządu terytorialnego zaktualizowały dyskusję co do identyfikowania poszczególnych tytułów przychodów tworzących wspomniany katalog oraz metodologii ich obliczania. W artykule jako podstawę prezentowanych wniosków przyjęto kasowy charakter omawianych przychodów (czyli odpowiadać im muszą faktyczne aktywa pieniężne), jak również odrębność poszczególnych źródeł finansowania deficytu budżetu i zakaz ich łączenia.(abstrakt oryginalny)
The changes in the list of sources of financing of the budget deficit mean that local authority units have updated the discussion regarding the identification of individual titles of revenues forming that list and the methodology for calculating them. The article accepts the cash nature of the revenues in question (i.e. they must be matched by actual monetary assets), as well as the separateness of the individual sources of financing of the budget deficit and the prohibition to combine them as the basis of the presented proposals.(original abstract) - Accessibility
