Leszno - Abstract
- Celem artykułu jest wskazanie zmian, jakie zaszły w związku z reformą administracyjną Polski w 1999 roku, w zakresie zadań i w gospodarce finansowej Leszna. Miasto to utraciło status miasta wojewódzkiego, a stało się miastem na prawach powiatu. Autorka analizuje zakres zadań realizowanych przez organy samorządowe Leszna oraz wielkość i strukturę jego dochodów i wydatków budżetowych. Badaniem obejmuje lata 1997-1999.
The aim of the article is to show the changes occurring in the range of tasks and in the financial economy of a town which, in connection with the administrative reform of Poland, lost its status of the capital of a province and became the country town. The article analyses the range of tasks carried out by Leszno's self-government bodies as well as the volume and structure of its revenues and budgetary expenditures in the years 1997-1999. The analysis proves that the range of tasks carried out by Leszno from 1999 increased in comparison with the previous period. Leszno realises the tasks resulting from both the act on communal self-government and the act on county self-government. Moreover, part of the tasks previously realised by Leszno by virtue of agreements, from 1999 has become its own tasks. The change in the range of tasks was accompanied by the change in the structure of budgetary revenues. In 1999 the budget of Leszno consisted in major part of supplementary revenues, i.e. those which limit the financial independence of a self-governnment unit. (original abstract) - Accessibility
