- Przedmiotem artykułu jest analiza charakteru i zakresu samodzielności zakładów budżetowych, ze szczególnym wskazaniem na samodzielność finansową komunalnych zakładów budżetowych. Autor szczególną uwagę poświęca charakterystyce zasad gospodarki finansowej tych zakładów, z wyeksponowaniem rozwiązań systemowych oraz czynnikom, które mogą ograniczać ich samodzielność finansową bądź sprzyjać tej samodzielności.
Communal budget institutions, whose economic and financial independence is the subject of the article, are in Poland a commonly used form of attaining the economic tasks of a territorial self-government. A detailed analysis of the principles of functioning and the principles of finance management of the communal budget institutions made it possible to differentiate the conditions and factors which influence the form and degree of independence of the budget institutions. The analysis proves the above-mentioned factors are determined by an organisational-legal form in which the budget institution operates and by administrative, planning and financial links of the institution with the bodies of territorial self-government. Communal budget institutions have only operational independence whereas their decision making independence is reduced to the minimum at present. In fact, under the present legal status there are no possibilities to widen the scope of independence of the discussed entities. (original abstract) - Accessibility
