- Abstract
- W artykule autorka przedstawiła poziom i skutki bezrobocia oraz podmioty przeciwdziałające bezrobociu w Polsce. Następnie uwagę skierowała na miejsce, jakie przypada gminnemu samorządowi terytorialnemu w zakresie walki z bezrobociem. Omówiła zadania samorządu gminnego w ograniczaniu bezrobocia oraz instrumenty aktywne, za pomocą których samorząd może te zadania realizować. Do narzędzi tych należą: roboty publiczne, prace interwencyjne, usługi pośrednictwa pracy oraz własna działalność gospodarcza gmin. Do grupy tej zaliczyła także narzędzia pobudzające przedsiębiorczość lokalną.
Unemployment is an important economic and social problem, therefore many economic entities take some measures to limit its extent. As is shown by the world experience, the programmes to counteract unemployment should be worked out at the regional and local level. This is why a particularly important role in fighting unemployment is played by territorial self-governments at the level of a commune. The article tries to answer the questions: what are the tasks or the communal self-government in fighting unemployment and what are the instruments to carry out those tasks? The considerations prove that there is no clear legal regulation as to the participation and position of a commune council in fighting unemployment. A numerous group of instruments to be used in order to reduce the number of jobless people includes few instruments directly related to unemployment. The lack of effective financial instruments seems to be particularly serious. There are many more instruments as regards development of entrepreneurship the use of which, even extensive, may but does not have to lead to reduction of unemployment in the area of a commune.
