Suwałki Special Economic Zone - Abstract
- Artykuł miał za zadanie przedstawienie związków między przedsiębiorstwami inwestującymi w specjalnych strefach ekonomicznych a dochodami budżetowymi gminy, na której terenie utworzono taką strefę. W tym celu zanalizowano przepisy prawne regulujące funkcjonowanie specjalnych stref ekonomicznych w Polsce oraz akty prawne dotyczące dochodów budżetowych gminy. Podjęto także próbę oszacowania wpływu zwolnień i ulg inwestycyjnych w podatkach dochodowych i majątkowych przyznawanych inwestorom w strefach na wysokość poszczególnych rodzajów dochodów gminy. Badania przeprowadzono na przykładzie Suwalskiej Specjalnej Strefy Ekonomicznej i gminy Suwałki w latach 1996-1998.
In the years 1994-1998 17 so-called special economic zones were created in Poland. Those zones were established in the regions characterised by social and economic problems, i.e. high unemployment, collapse of certain branches of industry, and the like. The state, through tax relief and tax exemptions, wants to encourage enterprises to invest in those zones and in this way accelerate the economic growth of the reterded regions. Enterprises operating in special economic zones influence the budget revenues of the commune where the zones are located. The article shows the connections between enterprises investing in special economic zones and budget revenues of the commune council. The example of Suwałki Special Economic Zone is presented in order to show the influence of income and property tax relief and exemptions for investors on the budget revenues of Suwałki commune.
