- Abstract
- W artykule omówiono zagadnienie dotyczące konieczności opracowania systemu wyceny środowiska na wzór systemów wyceny nieruchomości i przedsiębiorstw. System ten powinien obejmować: -przepisy prawa porządkujące zasady i metody w zależności od celu wyceny, -zasady kształcenia, nadawania uprawnień zawodowych i ich weryfikacji, -standardy, wg których wyceny powinne być realizowane oraz -zasady naliczania opłat dla inwestorów.
The environmental impact assessment (EIA) is not an appraisal of the value of the natural environment. What follows, it does not impose on the investor the obligation to use it in an economical way. Therefore, we should aim at creating a system of environment valuation, similar to those concerning real estates and enterprises. Such a system should include: -legal regulations on the principles and methods of appraisal, depending on its objective; -rules concerning vocational training, license granting and veryfication; -standards which must be applied while making the appraisal; -principles concerning the calculation of environmental charges to be paid by the investor.
