Abstrakt
W artykule autor dowodzi tezy, że zdrowie osobiste i zbiorowe jest w poważnym stopniu rezultatem warunków środowiskowych, statusu ekonomicznego i wyborów, jakie podejmujemy jako członkowie różnych zbiorowości. Podejmuje próbę odpowiedzi na pytanie, jak czynić miejsca życia, pracy i wypoczynku bezpiecznymi zdrowotnie oraz jak zorganizować wysiłki zbiorowe służące promowaniu zdrowia, prolongowaniu życia i zapobieganiu chorobom. Wskazuje nowe wyzwania dla polityki zdrowotnej.

A survey of the contemporary concepts of health, supported by epidemiological and sociomedical studies concerning the relations between lifestyle and public life organization versus the health condition of individuals and populations call for a review of goals and strategies of healthcare policy. In view of the indisputable relation between an individual's health condition and his place of abode, study, work and leisure, a healthcare policy should suitably allow for the social context of health behaviours and a system of institutions in addition to an algorithm of distributing and allocating resources needed to meet healthcare requirements. The author proposes to shift the focus in healthcare policy from the present intervening attitude (corrective medicine) toward assertive measures and health promotion (public healthcare) that includes the growing shared responsibility of public authorities (health safety) and citizens alike (self-knowledge, self-care, self-treatment, lifestyle). The assumptions of a "new" healthcare policy have been founded upon certain principles and values and then translated into detailed healthcare goals and priorities for the contemporary society. One practical quality of the proposed policy framework is its solid foundations in the general social policy and the concept of sustainable development as well as well-prepared instruments needed for policy-makers and their social partners to agree upon a certain minimum and hierarchy of principles, goals and priorities protected and recommended in healthcare programmes.(original abstract)
