- Przedstawiono zasady przeprowadzania zamówień publicznych w Unii Europejskiej. Omówiono: procedury ich udzielania , terminy składania ofert i procedury odwoławcze. Zwrócono uwagę na ryzyko w ramach procesu zamówień publicznych
The contemporary understanding of the concept public procurement requires a comprehensive grasp of many diverse fields that make up the functioning and development of various kinds of institutions, organisations, cities and regions. It also requires the development of a unique system made up of economic, legal, financial, planning and other elements. “In Poland, the results of initial activities consistent with the objectives of EU programmes and their comprehensive implementation are evident” [J. Kopietz-Unger 2006, p. 9]. Poland is the destination for an increasing number of investments and many sectors have taken advantage of EU financial assistance, which undoubtedly, despite numerous concerns, has had the effect of improving the general mood, resulting in economic growth. An essential element that will affect future success is the absorption of EU funds; for this it is necessary to create an absorption system and to make regulations more flexible [J. Kopietz-Unger 2006, p. 11]. In the article, the author discusses issues related to the functioning of public procurement in the EU by presenting the rules for awarding contracts, the basic changes in the Public Procurement Act, the rules for public procurement notices, and finally the procedures for awarding contracts and appeal procedures.(original abstract) - Dostępne w
