Abstrakt
Celem pracy jest opisanie frapującego dylematu związanego z miejscem administracji publicznej w liberalno-demokratycznym porządku rządzenia przez analizę jej politycznej natury i wynikających z tego konsekwencji. W szczególności dotyczy to przedstawienia tych aspektów zagadnienia, które expressis verbis odnoszą się do sprawowania przez wysokich urzędników publicznych władzy dyskrecjonalnej. (fragment tekstu)

The primary objective of this thesis is to review the dilemma concerning the place of public administration in the liberal-democratic order of governance by analysing its political nature and attendant consequences. The study of the phenomenon of discretionary authority is carried out on the basis of exploratory perspectives derived from new institutionalism (sociological, historical and rational choice). The analysis also draws on the achievements of social systems theories, social psychology and economics. The formula of conceptual triangulation applied throughout results from the multidimensional-ity of the area of interest. The paper discusses the principles behind the development of discretionary authority vested in high-ranking public officials with a special focus on the mechanisms and ways of legitimising this phenomenon, while specifying the normative and praxeological consequences for governance systems. Special attention is paid to the theme of growth of the bureaucratic state perceived as a transformation of the institutional order of the political and administrative world along with the new features that determine its present character. In this respect, the issues involving institutional change, its mechanisms and consequences acquire special significance. (short original abstract)
