- Przedstawiono tezę, że podstawową przyczyną załamania się polskich reform ekonomicznych są błędy w metodzie samego programu gospodarczego, jak i w metodzie bieżącego kierowania gospodarką. Przede wszystkim nie zadeklarowano wyraźnie, o co w reformie chodzi. Czy zadaniem jej jest: zbudowanie doktrynalnie „czystej" gospodarki rynkowej; dostosowanie gospodarki polskiej do standardów światowych; ukształtowanie trybu, warunków i zasad reformowania ustroju, które zabezpieczyłoby interesy majątkowe dotychczasowych „właścicieli" Polski Ludowej, a jednocześnie nie ograniczyło ludzi przedsiębiorczych. Czy też celem jest realizacja wariantu reform według idei „Solidarności" z sierpnia 1980.
The author put forward a thesis that the failure of the reforms which manifests itself as the still persisting inflation, growing unemployment, decline of the G.N.P. and, lately, an increasing budget deficit, are the consequence of the shortcomings of the method itself. Some decisions as well as preliminary and adopted assumptions (the existence of the market, delay in making decisions, limiting oneself to legal regulations) were entirely subjective. The entire effort was put into fighting inflation caused by demand while, in fact, the morbidity of the economy is caused by the structural inflation of increasing costs and malfunctioning of the whole system.
